How big is the BPO industry in Japan?

Japan's BPO services market recorded revenues of $18.6 billion in 2023. It grew at a compound annual growth rate of 4.6% between 2018 and 2023, according to Research and Markets. Estimates vary with the definition: Bell System 24 puts the wider domestic BPO market at more than ¥5 trillion.

Vertical-specific BPO, built for one industry, made up the largest share. Labor shortages and digital transformation (DX) keep the BPO market growing as more businesses in Japan outsource.

What is business process outsourcing (BPO)?

Business process outsourcing (BPO) is when a company hires an outside provider to run a business process. In Japanese, people call it BPO or アウトソーシング (autosōshingu). Contracted work is often called 業務委託 (gyōmu itaku).

Common BPO services include:

  • Contact centers and customer service

  • Back-office work such as data entry and data extraction

  • Payroll, HR and accounting

  • IT-enabled services (ITES services) such as help desks

Many of the companies above now use AI to automate routine work. Hiring staff is a different service: an employer of record employs workers on your behalf.

How to choose a BPO company in Japan

The right provider depends on your size, language needs and budget. Use these five checks to help you compare providers:

  • Language support. Confirm the number of English-speaking staff on your account.

  • Minimum size. Large firms suit big programs. Tele-net, for example, starts from one seat.

  • Pricing model. Ask whether you pay per hour, per seat or per transaction.

  • Security. Look for Privacy Mark (P-mark) or ISMS certification. Tele-net and TMJ both hold them.

  • Contract timing. Many Japanese companies close their fiscal year on March 31, which shapes budgets.
